  18. <p>    During the gulf war, American commanders announced that
  19. allied aircraft had knocked out 30 fixed and 16 mobile Scud
  20. missile launchers. Iraq contends that coalition forces failed
  21. to hit a single one of its launchers. A spokesman for the U.N.
  22. Special Commission on Iraq said last week that some launchers
  23. had been destroyed under U.N. supervision and that the Iraqis
  24. claimed to have scrapped the rest on their own. There was no
  25. evidence to disprove the Iraqi claim. In Washington, the
  26. Pentagon's Pete Williams conceded that damage to the Scuds "was
  27. less than we previously thought."
